Soooo, waiting for that to get fixed before I can use it.
I don't want to do that up front since it's really aimed at IK to help their tech support and it's not a flaw in Notion (AFAICS anyway since it drives other VSTis just fine with the same rules.) I had thought at first it was just me misunderstanding rules, but it appears that there is actually a real problem with MP2. If anyone's interested - PM me and I'll share the folder.
As it stands, it makes writing rulesets that can be used as patches for MP2 impossible I have created a score, ruleset and video of this and sent it to IK Multimedia - currently waiting for a reply. I've used the exact same ruleset (with modified note numbers obviously, but otherwise identical) to drive Kontakt and Sonivox without issue. MP2 (and ST3) is doing the KS change late. And arco engages on note *2* of the last bar not note 1. If I have, say, 4 bars each of 4 quarter notes, and the first bar is normal (sustain/arco) then the next two pizzi then the last arco, then what happens is that the pizzi engages on note *2* of the 2nd bar - not note 1. I have used a very simple ruleset with just two rules to go to e.g. Their response to KS changes is off (in terms of timing).
